Upgrades are hit or miss at SFO in my experience. If they have the cars, you should get a nice upgrade. Unfortunately, they scaled back the fleet after 9/11, and thus even in this economy SFO is often in a sold out or near sold out situation. I don't need Neverlost in SFO so I still stick with Avis.
