There absolutely is a place that collects the 700B when warranted. It's in the back somewhere. But when flying TG C/F someone runs the money and brings back a receipt. I've only been directed to the counter once.... by SQ.

The only time you'll pay what the airport is now referring to as a 'transfer pax immigration fee' is when you have an int-int connection in BKK and decide to go streetside.
If you have a stopover (>24hrs) this will be included in your ticket.
