Just found out that the phone booking fee will only be waived for the person using the voucher, not for their travel companion. I was advised to book my own ticket via the call centre and the second ticket via the KLM website. Then I would have to send in the voucher per priority / insured mail to confirm my own booking and issue my ticket (which will be issued the minute as my voucher is received; credit card will be charged at that day as well). Then I should contact KLM again to have the two bookings merged. Is it just me, or is that an awful lot of trouble to go through to redeem a voucher you have been given as compensation for a bad experience?
