The free sties are the airlnes' own sites. At most of them, you just have to sign up to be able to search awards. So if you're looking, for example, for awards on AA's partners, sign up for a BA account so you can search there, sign up for an AsiaMiles (Cathay Pacific) account so you can search there, etc.

Free, you have to do the legwork. Want someone to spend the resources on interfacing to oodles of incompatible airline data systems to gather that information together? That you need to pay for.
Having tried both KVS and ExpertFlyer, I've decided that I much prefer the latter. It's well-laid out, fast, and they're constantly making improvements.
