The word INVOL as the fare basis does not in itself mean that it is involuntary in the strict definition of the word "involuntary", it can be done voluntarily as in a VDB seeking individual.
Yup as on my VDB back in Feb, I pulled up my new itin on my laptop (to print a pdf for documentation "just in case"
but I digress) and saw "INVOL" so I asked the agent who processed my VDB and what you posted is what he said.
