Bolding mine: Me and although I have yet to go thru a NoS , I have had an enhanced patdown where I tell the TSO that I cannot raise my right arm higher than my waist-which has been met with "that's ok, just raise it as high as you can" (which in my case is about 30 but no higher than 45 degrees)
