My standard operating procedure is to do a 360 walk around (with lights on if it is dark) and get the gate guard to sign off on the contract as to any damage. When the value of cars is high and the availability is low, I think agencies scrutinize the cars much more on return. I remember when Hertz Atlanta ran cars through their car wash even though the brushes were gone and the mechanisms were gouging the paint to the bare metal. Another rental where the front bumper was laying on the ground. An agent in St. Lucia made it a point to scan a returned car with a flashlight to look for damage. She even checked the spare tire in the trunk. She was surprised I returned it without any visible damage other than the several scratches already indicated on the car drawing...if you've been on the roads there, you'll understand why.
