Pistole has said that there should be no touching of the skin under underwear:

The head of the Transportation Security Administration John Pistole today said that at least one airport passenger screening went too far when an officer reached inside a traveler's underwear, and said the agency is open to rethinking current protocols.

You will note that he also said the agency is "open to rethinking current protocols." Isn't that his standard response to every instance when a search goes too far? And what has come of it? Exactly nothing.
