These are tough questions to answer as situations can be specific. But in general, if you are truly nomadic, you probably won't bother with much paperwork, drivers licenses, etc. But if you do settle anywhere, your partner will have to register with the local country in order to setup bank accounts, etc. If your nationality isn't European, you may have to actually get married to get residency for yourself. But each country is different. You may also want to think about your language skills when choosing a country. It can be quite difficult moving into a town where you cannot communicate with the locals.
