I think we need more than one anecdote.

The exact same claim (enter all zeros or all 9s) was claimed for swipe cards, and did sometimes work, but far from always.

Did the Asian cardholder try a swipe card first?

Until we get some detailed (I tried this first, this second, and only this worked) tests from someone with both a swipe card and a chip-and-signature card which report kiosk success with chip-and-signuture with all zeros but not with swipe with all zeros will I feel more confident that chip-and-signature is better than swipe in these situations.

One anecdote without a two-way comparison like that certainly does not give me any confidence.
