Huh? I thought it was the other way around. And how does Chase's C&S take into account of unattended kiosks?
I can just see this: Before you are issued a chip card, Chase will ask you to submit a photocopy of your passport. If it shows no past travel to France or the UK , you will get a chip-and-signature card. Only if it shows past travel to France and/or the UK will you get a chip-and-PIN card.

Well, at least they're doing a "test" first. Hopefully the test will result in them figuring out the problem with unattended kiosks. (I just hope the test audience is not high rollers who would never use an unattened kiosk in the first place! That could really the results! "My chauffeur service accepted the chip-and-signature card no problem, and they took me everywhere!")
