When you're withdrawing from an Australian bank (like my mates) it gets heart-wrenching:

And they can withdraw RMB1,500 each time at most
But that seems more to be of a specific problem from your bank, isn't it? I got 2000/3000 RMB on several occassions.
I've a Visa which does "only" charge me 5 CHF (5.60$) + 0.9% fee - I only know of Thailand where they do rip you off with an extra 150 THB fee for each withdrawal (and also with very limited amount possible)
Usually it's better to pay the bills with the CC rather than using the CC to get cash, and if you only need to pay limited amount of bills, then even with the DCC scam it is still cheaper to use CC rather than ATM+cash.. as sad it is! Plus, if I get cash advance from an ATM, I won't get miles
