Which is one of the reasons why OP wants to catch the train closer to the airport rather than going to Hua Lam Pong.
Yatri seems to be an experienced traveler. I'll give him/her the benefit of the doubt that their question isn't about a flight landing at 7AM and trying to catch a train that needs to be boarded before landing. It's quite possible their flight was delayed last time and that caused the train to be missed.
Perhaps OP doesn't have that much time but would prefer to travel cheaply, and not fly, all the same. This was originally posted in the 'budget travel' forum.
Sorry, for not answering the question about my flight arrival. I arrive in plenty of time to even go to HuaLamphong and cath the early morning train. I am on my way to BKK arriving there shortly before midnight.
You are right that I would not be asking the question about catching the train from Lat Krabang, if I didn't have plenty of time.
It seems that taxi is the only option from Poipet for me as I cannot get to Poipet before noon at the earliest. Or I might tyake a bus to Battambang and catch a bus from there to Phnom Penh or stay in Battambang overnight.
You are also right about not having much time. It's an extended mileage run for a little over a week. I do not want to fly, and I do want to travel cheaply. That's why I had posted in the Budget Travel Forum.

I like doing things where I interact more with the local people and it's also cheap.
