I don't think that is needed. The market can fix this. For example, the first issuer here that comes out with one will get my business and all of my foreign spend on it (and probably my domestic spend since I don't like keeping track of more than one card statement a month)
I think there's plenty of competitive reasons to issue chip and pin cards, at least on an as-requested basis, for those of us who go to Europe regularly. Some marketing genius at a U.S. firm is sure to figure it out eventually.
