Makes me curious, though- you said "lowest cabin"-- so if you're on an airline with 'economy' and 'premium economy' (not E+, but a "real" prem econ w/ separate cabin and different amenities, etc.) and you're booked in premium econ, would the higher APD apply? Or is all "economy" considered the lowest cabin?
