Well, I think it is you who are slightly confused as to what we are talking about here. It isn't about calling and calling again because the DSA is denied, it's about getting a Diamond agent to do one for you.

Yes, there is no guarantee to get a room, but the DD should make a DSA for you. The problem most folks run into is DD agents who don't do it or make up some reason why they won't/can't. So you should keep calling the DD until you get an agent who will make the request. Then you are correct it is up to the hotel to approve/deny.

Lastly, for DSA's it doesn't necessarily go into the 48hr rack rate. It depends on what the going rate is at the time. Often there are still rooms available for non-reward booking but no reward rooms available, so that is the rate that goes in.

As well, you are also correct that calling the property won't help. The DSA when done correctly is a straightforward and dependable process.
