For a few rentals in the states I've also found Car Hire 3000 fairly competitive. They're basically a broker - only downside is you prepay a tank of gas but the rate charged by Dollar (on the last one) was the same as garages anyway.

one time the BA Avis quote was only a couple of pound more but I got a few points with it.
