Yup. Always try to use off airport locations where possible. Not just in the US by the way.
I agree this apples if you're renting just the vehicle and don't want insurance, but if you're using the all-inclusive rates the majors push to the UK market (and they're not always bad value, either...) then you probably won't save anything at all.
