I can't fully answer your question, but I can tell you that if your flight connects at any US airport the toner cartridge will not be allowed to fly. The ban includes all flights domestic and international which arrive at US airports.

Can you ship it home? Or order it shipped to home? I would not want the hassle nor harassment of flying with a toner cartridge right now.
