I don't recall resort fees being ineligible for Starpoints being "covered before", though you are correct that it is in the T & C's. Of course, it wasn't ALWAYS in the T & C's (resort fees are newer than the program itself) and it's not common that someone be reviewing the T & C's that regularly.
More important is your point of "direct dialed telephone" being an eligible charge. A big part of Starwood Hawaii's resort fee "bs" justification is that they include free direct dialed telephone calls. SOmething nobody who has a US based mobile phone needs, of course. So, we're paying for telephone calls and NOT earning Starpoints!!!!!
