Don't most people arrive at LCY by taxi? It didn't used to be served by public transport at all, unless you count DLR to Silvertown or wherever it was, followed by quite a long walk for those with luggage.

I don't mean to sound needlessly grand about this. I'm perfectly happy getting the tube to and from LHR, and wouldn't dream of taking anything other than the train to LGW. But LCY seems designed for taxi and car services.
