To be honest, I don't think KL care if the pax drops a bag at a quiet or busy time, I think it is more a problem of storage and responsibility - they probably want to have as few bags as possible to keep during the night (only the ones of overnight transit passengers). I think most airlines do the same.
The only exception I can think of is Condor (and Lufthansa?) who allow check-in the evening before. I believe in FRA they also have separate check-in desks so I am guessing that those suitcases go somewhere else for storage.
