Train to KIX is a somewhat longer journey than bus to ITM, but any journey time advantage may prove irrelevant when you look at exact times of buses, trains and planes.
Unless someone posts here and very strongly recommends the bus and/or ITM in general, I'm probably leaning towards KIX due to the hotel location and the assumed ease of the train.
As an alternative, flying Jetstar direct from KIX to TPE seems likely to be a cheap and simple way to get from Osaka to Taipei.
I'm actually doing this trip as a round trip to Taipei, but with a week's stopover in Osaka. As I'm booking PDX-SFO-KIX/ITM-TSA-HND-LAX-PDX, it only costs me $26 more to add in a flight from Osaka to Taipei. Also, I'm trying to do all I can to avoid TPE and fly into the much closer TSA instead.
