I can't put my hand on it, but I have seen it, officially stated I think. I'll keep looking.
Some passport control officials will stamp an EU/EEA passport if asked, especially if it is a child who is asking, and if they do so they will usually hand-mark as "by request" or something similar, but others do refuse to do so.
