www.cheapcaribbean.com has All Inclusive from $19 per night per person in Puerto Plata. I have never used them, but they do have good reviews as far as I have seen. My only problem is getting to Puerto Plata as it appears DL serves it only seasonally and does not have any schedule in September (when I want to go).
