YTZ would be strictly for O/D passengers. And I think it makes sense from EWR. It makes some sense from CLE too, though since CLE doesn't have as many flights, there may be connections to AC. AC also runs flights tho CLE so people can fly AC to YYZ or UA to YTZ. I think that makes a lot of sense.
