Actually, I do not believe this is the mindset of the central government in general, nor the Ministry of Transportation/Railways. I think they are dead serious about having a safe and top notch fast rail infrastructure. However, China being what it is, construction projects have so much room for graft that corruptable individual officials in key positions can play havoc with the general intent. And the Chinese system of executing projects isn't transparent, has no checks and balances, and isn't set up for being proactive and fixing or skirting problems before they arise or as they arise...though there is plenty of time for arrests, jail time, fines, and/or executions after the dirty deeds are done.
