I am just curious now that I think back on it, since Delta was offering to call people over to the gate and then contacted me later asking if I wanted to take further action, what they could have been meaning to do if I accepted.

Has anybody had experience with what the follow-up was regarding a crazy person on a flight who was frightening and aggressive but did not do actual physical harm? Pretend, if you will, for an equivalent example, that the passenger was hitting somebody repeatedly with their bag on purpose (but not hard enough to hurt) after being asked to stop by the flight attendant and then yelled obscenities when deplaning.

I want to know, if I had said, "Yes I want to take follow-up action against that passenger," what would have been likely to have happened.
They probably then would have asked you what kind of followup action you wished to take.
