If you are using hand baggage only then whilst in transit in DUbai you will have access to all the shopping in DXB and I am sure that they sell sunscreen at the chemist outlets so you should be fine to buy them there in any quantity you like because I do not believe that they rescreen you before you board (they do rescreen US bound flights at the gate but that is the only route that I know that they do this for).

OP indicates that s/he wishes to buy in London. you will not have to pass through customs in London. if you are purchasing it post security you can obviously carry it in your hand baggage as there is no gate screening
however at DXB when you transfer from Arrival to Departure, there is security where the liquid is likely to be removed
so as mrtdxb suggested you can either purchase it pre-security at LHR and check it in with your luggage or buy it at DXB duty free.....
...... or simply buy it in India......
