If you assert that you are a US Government employee and you are not, you are committing a Federal crime. Most people think of the crime as impersonating a Federal law enforcement officer, but the law is actually much broader. You are highly unlikely to be caught and, if caught, even less likely to be prosecuted. But, the fact that you are not caught does not make it lawful and does not make it entirely risk free.
