While I hear customs can be slow at TBIT, I would think that 2h30 should be enough even for non-US passports, but perhaps someone else who has done it can chime in here.
I think he is ok as long as he doesn't have any contraband (food item) in his checked luggage. Long walk from TBIT to T1... (but probably still faster than taking the shuttle
