I will say this - if there is legitimate intent to use the corporate or government rate, one can request documentation. I never had any trouble getting the government when showing up with a letter from DOJ or the CHP documenting I was on official business (and yes, I was asked some times).

I think it depends on each chain, and even each individual hotel within each chain. I've had some that insist the military, or the government rate, is only available for those on official business, and an ID won't be enough to receive that rate, and then I've had others who really didn't care either way.
