If you look at the terms and conditions for military rate, it only states an id id required. Now if you want your stay to be tax free, then travel orders are neccesary.
I think it depends on each chain, and even each individual hotel within each chain. I've had some that insist the military, or the government rate, is only available for those on official business, and an ID won't be enough to receive that rate, and then I've had others who really didn't care either way.
