SLC/LAS, LAS/SLC & SLC/PHL all had water at the seats and cheerfully given PDB's! ^
From my experience, when there are no bottles of water on the seats when boarding, you won't be getting PDB service. At least not what we consider PDB service. The FAs will then hand you a bottle of water sometime before take off and that's the only beverage you'll get until well into the flight. I've only experienced this with DTW based FAs. In fact, I don't know if I've ever gotten PDB service from a DTW based FA.
