That's clumsily worded, but I think they want the ID PLUS one of the other 2, although they didn't ask me for anything when I checked in using a govt credit card. Yikes, only DOD would have "orders" anyway.

What I have found interesting is that for the hotels that always ask for ID (like Homewood Suites -- Albuquerque Uptown) they still do so AFTER I present a govt credit card for payment.
No. it is one or the other. Kinda like when you order breakfast and the menu states "home fries, hashbrowns, or grits come with each order".
