Honestly, I have no idea. They'll probably want the right to search private planes. I know their main focus was passengers on private charters. While not widely know, you can actually buy seats on private planes all over the US. Companies sell extra empty seats when not used by their primary lease holders. Even some large corporations do this. The prices are often in-line or even less than a commercial ticket. The TSA argument was that these flights are no longer private as the tickets are open to the general public. Now even if this did pose a slight security threat, the TSA has no practical way or the legal authority to police all of the private airports in the US. But it would be their ultimate wet dream. Imagine that massive budget and personnel increase that would go along with such a task.
