One bag in the overhead locker...

One bag under the seat in front...

As per the guidelines on the hand baggage sizer at the gate.

Sure, if the flight is empty, then once everyone is onboard and there is plenty of space, put the second up in the overhead locker, but if it is relatively busy, you should be placing an item under the seat in front of you.
