Slightly OT: I'm guessing National eliminated the annual fee for everyone because it's no extra work to have more people walking the lot to choose a car. By contrast, Hertz Gold waives the annual fee for many but not all, presumably because their system relies on physical infrastructure, like names on a board, etc.
