In the world of passport standards, the last name is referred to as the primary identifier and it is a mandatory field. All other names (first, middle, etc.) are collectiviely referred to as the secondary identifier. This field is not mandatory as in some cultures it is common for people to have only one name (parts of India and Indonesia being examples).
