Can I refare a flight paid with points?

Hello all. Forgive me if I missed this topic in the various RR2.0 threads. After 1.5 months, I have enough points to book my first new-style reward flight. I'm just wondering if the same re-faring rules we've always used for cash flights apply to new points flights. For example, say a flight has a WGA cost of $149 or 8,940 points. I book it with points. Next week, the fare drops to $129 or 7,740 points. If I'd booked with cash, I would immediately go to Change Itinerary, rebook, and get $20 worth of TTF back. Can I do the same if I've booked with points? Can I rebook and get 1200 points back? If so, are they redeposited back in my account along with the rest of my points, or is there some point-equivalent of TTF I have to keep track of separately?
