Master then surname was used at uk prep schools which go to age 13. At there public school boys would be just addressed just by surname. If there are 2 brothers at the same prep school the younger one would sometimes be called by Master then first name.
That must have been some time ago! In my time the oldest was suffixed Major (or Ma for short), the next was Minor (Mi) and that was followed by Minimus (Mus). Should there have been a fourth at the school at the same time then Major was promoted to Maximus (Max) and so on so that the fourth was Minimus.
By public school you just had your initials after your name with none of that silliness.
