Clearly what the TSO was doing was SOP because 1) she didn't seem to have any problem whatsoever with being taped and 2) her actions must have been visible to other TSOs (probably too much to hope that an LTSO or STSO would actually be at a checkpoint watching what is going one). Since no other TSOs intervened to stop the frisking, it is not only SOP but acceptable and apparently not unusual at that checkpoint.
I believe your right that the whole body pat down of a child is TSA SOP and was approved by DHS Secretary Napolitano and TSA Administrator John S. Pistole.
If this is the quality of these two's decisions they how did they ever get appointed to the positions they hold.
No way is Pistole qualified to head up the FBI!
