In Europe it is only available at participating President’s Circle airport locations, but this isn't mentioned for the US (assume you are renting US?).
You are more likely to get an upgrade if you book a lower class car, then there is more chance of them having something available to give you as an upgrade.
If you book Full Size, they can only upgrade you to Premium, there probably aren't many Premium cars available typically.
