I'm willing to bet it has to do with Lufthansa and the fact that Los Angeles (a much larger market to Paris than SF) does not have 380-ready facilities at the AF terminal.

To be honest I have never particularly had the impression I hear French spoken more in San Fran than in NYC, Boston or Miami, nor more than other touristy languages.
After New York, Miami and Los Angeles have the largest French-speaking communities in the U.S. The French government even runs a French language primary school in Miami to cater to the community.
