The Phoenician is definitely more luxurious and has the better golf course, IMO. As a gold on award stays, I received much better treatment and a better room at the Phoenician. Westin is very nice, though, and is located within walking distance of great shopping and restaurants. Westin Heavenly bed is not a big draw for me.
