The only related experience I had:
One of my friends dad landed from an Asian country. He could not answer some questions at IAH immigration. They called my friend on her cell phone. And she clarified something. (cant remember the exact questions)
But, she was just outside the customs area waiting to pick up her dad.

I think someone mentioned upthread for your relative to have contact info printed out. That is very crucial.
