I did my entry interview at PHL. It is a little hard to describe, but fairly easy to find. In the public waiting area of the international terminal (A), there is a call box to use. Push the button and when they answer, let them know you are there for Global Entry Program.
They will buzz you into the international arrivals area, where their office is located. The diagram on the link shows where their office is located, not the public area that you go into to gain access.
