I don't think it's that devious. It simply is indicating anytime the number of seats is less than x number (I think it's nine) that there are only that many seats available at this point. It's a computer-derived item, and not some
marketing ploy.
If it is a marketing ploy, it's a poor one now, since we have farelock.
