If you didnt have CDW, I doubt that there are any travel insurance policies which would cover the entire value of the car

Actually, they do. My Amex Platinum policy covers the entire value of the car and you need no insurances at all. In the US where most rentals are quoted without insurance, I deny all insurances and get great rates. Most though do only cover the "standard excess" which can be up to $3K though. What I mean is that if you travelling you shouldn't pay more to have a lower excess if this is in any event covered by your travel insurance policy.
