The U.A.E. is a very small market for American Express, not even the Platinum charge card is offered there. I don't think there is a specific Centurion card product for the middle east.

You should try to contact American Express Services Europe Ltd about applying for an IDC (International Dollar Card) Platinum charge card, or getting an invitation for the IDC Centurion.
